North America Operations Update
Week of 11 May, 2015
Dear valued OOCL Customer,
US west coast cargo operations cleanup efforts resulting from the backlog caused by the previous months of labor slowdowns and extreme terminal congestion continue. Estimates are that the cleanup efforts will be ongoing for the next couple of weeks. We will continue to keep you informed of the progress.
West Coast Labor Update

North America Rail Operations
BNSF has confronted challenges due to recent severe weather. Multiple tornadoes and flooding hit north Texas last Thursday, including along the BNSF’s Ft. Worth subdivision where service was affected. As BNSF crews work to remove debris and repair damaged track, customers can expect delays of 48 to 72 hours on traffic through the area.
Truck Power across the USA to perform import store door deliveries and export door pickups continues to be a major concern especially in the Midwest, Gulf, Northeast, Portland, and Northern and Southern California.
- There is a shortage of trucking companies willing to dray hazardous containers.
- There are no truck power issues in Canada and Mexico.

Transpacific Service Resumptions

Transpacific Service Enhancements
This service will be upgraded to include the port of Qingdao.
New port rotation: Qingdao – Shanghai – Kwangyang – Pusan – Los Angeles – Oakland – Pusan – Kwangyang – Qingdao
Effective voyage: ETA Los Angeles 04 June 2015
This service will be adjusted to focus on connecting the Korean and Japanese markets with North America.
New port rotation: Tokyo – Kobe – Pusan – Balboa – Panama Canal – Manzanillo(Panama) – Miami – Jacksonville – Savannah – Charleston – New York – Norfolk – Manzanillo(Panama) – Panama Canal – Balboa – Los Angeles – Oakland – Tokyo
Effective voyage: ETA Miami 21 June 2015
Transpacific Service Suspensions
As a result of resuming independent NYE and SCE service loops, the current combined winter service has been suspended.
The CC3 and SE1 services will be withdrawn from the G6 Alliance. The last westbound sailing for the CC3 will be from Oakland on June 1st and for the SE1 from Los Angeles on June 6th.
Transatlantic West Coast US to North Europe
Express service from Los Angeles to/from North Europe on our PA1 loop resumes effective with the sailing of the PA1 NDD 042E, with service on this voyage starting in North America on June 1st.
Pacific Coast Port Call Changes: To assist with vessel service recovery resulting from U.S. West Coast port congestion the following service changes will take place:
NP1 service will temporarily shift the Tacoma port call to Seattle for one more week. Cargo scheduled to load/discharge Tacoma will now route via Seattle per below.
Frankfurt Express 031 ETA 17 May
PA1 – Temporary Los Angeles Port Omission: In order to help ease the current congestion at the Port of Los Angeles; the G6 Alliance has taken the step of implementing a temporary omission of an eastbound port call at Los Angeles for the PA1 service through May. The service will continue to call Port of Oakland.
During this temporary period of PA1 port call omission at the Port of Los Angeles, you are encouraged to use our alternative CC1, CC3, CC4 and JPX services for your Transpacific shipments. For Transatlantic shipments, there is no all water alternative during this time period. For alternate land bridge routing for your Transatlantic shipments during this period, please contact your Sales Representative. Service maps and schedules for all our services are available at www.oocl.com.
Attached is our current vessel schedule for reference purposes. For the most up to date scheduling information please do refer to our interactive point to point or vessel schedule on www.oocl.com.
- At YTI there continues to be an unacceptable amount of dwelling containers for on dock rail. All G6 lines reporting the same operational experience.
- TraPac still experiencing serious congestion, primarily due to the lack of chassis in inventory.
- LBCT, GGS and CUT not reporting any significant congestion issues this week.
- Chassis supply levels are critically short at TraPac and GGS marine Terminals.
- OICT was extremely congested this past week. Gate turn times averaged over an hour last week.
- Oakland Trapac operations were moderately congested and turn times averaged 32 minutes.
- Both terminals were extremely short of pool chassis.
Tacoma & Seattle
- WUT was normal last week. The terminal continues to post an announcement on their website which vessel(s) they will receive export cargo on the following day. Gate turn times average 27 minutes.
- Seattle T-18 was normal. Gate turn times now average 23 minutes.
- Portland regional congestion continued for Portland to/from Seattle or Tacoma.
- CN currently has enough cars on hand or enroute to Vancouver Terminals to cover the current demand, however, both of our Vancouver Terminals remain extremely fluid.
USA Midwest & South Central
- Truck power issues continue to impact many Midwestern cities. See the truck power map linked above.
- Chassis shortages are also having an impact in Chicago, Columbus, Detroit, Indianapolis and Milwaukee.
- Ongoing labor shortages at the Port of Montreal are creating long dwell times coupled with nine ships arriving at the ports last week. Production will likely be affected this week as well.
- Dwell times for intermodal containers remained steady last week and are 6-9 days.
New York Terminals
- 325 empties were evacuated by rail this week from NYCT. This is an improvement from previous weeks.
- Door delivery truck power lead time remains 5-7 days in the NYC metro area.
Norfolk International Terminal
- The Port of Virginia has modified their receiving policy in an attempt to accommodate long haul drivers negatively impacted by vessel schedule changes. Please note:
- If the vessel’s estimated time of arrival changes before the seven-day window, the port will make the necessary adjustments to the ERD (earliest receiving date). In order to accommodate long-haul motor carriers, the port will allow one additional day grace period before the ERD. This policy becomes effective Monday, May 4.

- The port will maintain its Saturday gate hours at Norfolk International Terminal (NIT) through Saturday, June 27. Additionally, NIT will also be open on Monday, May 25th (Memorial Day).
- Savannah empty inventory remains over allocation. Working with SLC ITM and MAR OPS to load out surplus via rail and vessel. GPA has been slowly loading empty trains due to increased import activity. Requesting additional trains to evacuate more empties.
- Memphis traffic experienced heavy increase due to industry surge from West Coast backlog. This creates short term driver and chassis shortages.
- Services at marine terminals in both Veracruz and Altamira were normal last week.
- Depot, trucking, and rail services all normal.
