Very interesting approach to the West Coast Port Congestion surcharge, as destinations in several states (!) are involved even if the cargo was not discharged at the West Coast!

Port Congestion Surcharge (PCS) US West Coast –
Transatlantic Eastbound & Westbound Trades

Dear Valued Customer,
Please be advised that after our review of the various factors contributing to the ongoing port congestion situation along the US West Coast, such as equipment availability issues and the severe impact on productivity from the slowdown at the affected ports, OOCL will be implementing a Port Congestion Surcharge (PCS) on all cargo entering and exiting the US “Westcoast Ports” based on shipment receipt on or after November 24.

“Westcoast Ports” includes any destinations in the following states, irrespective of actual port of discharge/loading : Alaska, Arizona, California, Idaho, Nevada, Montana, Oregon, Utah, Washington, Wyoming.

The PCS will be applicable to all container types

OOCL will continue to assess the congestion situation and the significant cost impact on our operations to determine the duration of this PCS.
The following PCS details will be effective on November 24:
