Dear valued OOCL Customer,

Rail Network


A significant winter storm (first of the season) will be impacting Montana and the Northern Plains with very cold temperatures and snow. With these very cold temperatures, train length may be reduced resulting in traffic being held at these locations. This weather issue, along with the BNSF’s 12 week maintenance project taking place between Minneapolis and Chicago, may result in delays to inbound and outbound traffic for the Chicago area hubs and the St Paul Hub.

The BNSF inland facility gate restriction for originating shipments at Logistics Park Chicago (LPC) for the Tacoma gateway was lifted late Friday afternoon (November 14th). BNSF are continuing to limit volumes ex Minneapolis-St Paul en-route to Tacoma and Seattle terminals.  As needed, alternative gateway routings will be put into place.

Truck Power
·         Truck power across the USA to perform import store door deliveries and export door pickups continues to be a major concern.  Our Operations colleagues continue to bring on new trucking companies to meet the demand.
·         There are no truck power issues in Canada and Mexico.

Vessel/Loop Deployment Changes


  • An additional vessel, the MV “Osaka Express” will be deployed in our AX1 service to provide an opportunity to extend the AX1 network to include a port call to Charleston.  The new rotation of the enhanced AX1 service will be as follows:
    LeHavre – Rotterdam – Hamburg – Southampton – New York – Norfolk – Charleston – LeHavre

    These changes will be effective from the following voyages:
    Westbound:  MV “Houston Express” 063W, ETA LeHavre on November 19
    Eastbound: MV “Osaka Express” 048E, ETD New York on November 27


Pacific Southwest

  • Most of the Southern California marine terminals remain highly congested with some exceptions (LBCT).


Long Beach Container Terminal (LBCT)

  • Acceptable service with relatively low truck turn times and weekly Friday night (2nd shift) gate.
  • Chassis supply relatively balanced.



Pacific Container Terminal

  • Although closed for Veteran’s Day on Tuesday, terminal productivity was much over last week.
  • Aging import import cargo is almost completely evacuated.

Global Gateway South (GGS) Terminal

  • Some productivity improvement this week and less gate congestion.


Yusen Terminals Inc. (YTI)

  • Significant congestion this week with some truckers reporting 2-3 hours in the gate queue, plus extensive waiting time inside the terminal.



  • There were two SE2 vessels discharging simultaneously this past week which has increased off dock rail drayage requirements.


Pier A

  • Significant congestion was reported this week by truckers.
  • Aging import import cargo is almost completely evacuated.


USA Midwest & South Central
  • Expect inbound and outbound train delays in Chicago (LPC).
  • Houston is experiencing high volume and the BNSF is asking that containers out-gate as quickly as possible to alleviate congestion at the ramps.




  • OICT operations were highly congested this week.


Tacoma & Seattle
  • Washington United Terminal (WUT) remained congested throughout the past week.  The terminal’s decision to accept export cargo is determined each day based on yard inventory levels and dwell times.
  • T-18 in Seattle was open 3 days this past week (MON/WED/FRI only).  Beginning the week of November 17th, the terminal is planning to resume operations, 5 days/week MON-FRI.





  • There are currently only 762 TEU’s of CN imports on the ground for all shipping lines with enough flatcars on hand or enroute to move all the containers.

Delta Port

  • Expect vessels bunching up in the upcoming week due to vessels being delayed first into Tacoma and Seattle.
  • It is anticipated that there will be an incrase in U.S. cross border intermodal import diversions to VAN for discharge.


CN Montreal


  • The CN had adequate cars on hand or enroute to evacuate the current intermodal containers at both CAST and Termont Terminals. Both terminals remain fluid.


New York Terminals                                                                    


  • Truck power lead time remains at 5-7 days in the NYC Metro area.


Norfolk International Terminal


  • Truck power lead time remains at 5-7 days.
  • Terminal operation is fluid.


South Atlantic


Norfolk Southern Railroad

  • NS is experiencing increased congestion and delays in Atlanta.




  • Terminal, depot, rail, and truck services are normal.
