North America Operations Update

Week of 08 June, 2015


Dear valued OOCL Customer,


US west coast cargo operations cleanup efforts resulting from the backlog caused by the previous months of labor slowdowns and extreme terminal are basically complete.  We will continue to keep you informed of any related developments.

North America Rail Operations


The BNSF operation continued its steady performance and good fluidity this week, with much improved weather conditions in Texas and Oklahoma. Speed restrictions between Ft. Worth and Oklahoma City are no longer in effect, and trains are once again moving on the Creek Subdivision in Oklahoma after being out of service for more than a week due to flooding.


With a change in the weather pattern, severe weather has shifted from the south to farther north and is causing some minor service disruptions in Kansas and in parts of the Central Region.



Truck Power


Truck Power across the USA to perform import store door deliveries and export door pickups continues to be a major concern especially in the Midwest, Gulf, Northeast, California and the TAC/SEA-Portland corridor.

  • There is a shortage of trucking companies willing to dray hazardous containers.
  • There are no truck power issues in Canada and Mexico.

Transpacific Service Resumptions



Port rotation: Ningbo – Shanghai – Long Beach – Ningbo.

Transpacific Service Enhancements



This service will be upgraded to include the port of Qingdao.

New port rotation: Qingdao – Shanghai – Kwangyang – Pusan – Los Angeles – Oakland – Pusan – Kwangyang – Qingdao

Effective voyage:  Departed Los Angeles 07 June 2015



This service will be adjusted to focus on connecting the Korean and Japanese markets with North America.

New port rotation: Tokyo – Kobe – Pusan – Balboa – Panama Canal – Manzanillo (Panama) – Miami – Jacksonville – Savannah – Charleston – New York – Norfolk – Manzanillo (Panama) –  Panama Canal – Balboa – Los Angeles – Oakland –  Tokyo

Effective voyage:  ETA Miami, 21 June 2015


Note: the SE1 and CC3 servcies for the G6 are being phased out.  The last westbound sailing for the CC3 was from Oakland on June 2nd and for the SE1 from Los Angeles on June 7th.

Pacific Southwest


  • Automation blocks at TraPac intermittently shut down this week, causing further congestion and increased import dwells. All other terminals are fluid.




  • OICT was extremely congested this past week.  Gate turn times averaged 68 minutes.
  • Oakland Trapac operations were moderately congested and turn times averaged 31 minutes.
  • Oakland is extremely short of chassis.
  • Oakland is extremely short of truck power; new dispatches are not being accepted for 9 days out.  Truck power situation is primarily caused by slow import deliveries, early afternoon restrictions on dual transactions at OICT, and driver waiting time for a bare chassis to become available.


Tacoma & Seattle

  • WUT was normal last week.  The terminal continues to post an announcement on their website which vessel(s) they will receive export cargo on the following day.  Gate turn times average 25 minutes.
  • Seattle T-18 was moderately congested.  Gate turn times increased to an average of 29 minutes.
  • Congestion continued for Portland container traffic to/from Seattle or Tacoma.





  • Deltaport and Centerm Terminals remain extremely fluid.



CN Montreal


  • Minimal dwell times for intermodal containers reported last week.
  • Due to crane construction at Termont Terminal, OOCL will not be calling there for approximately three months.

CN Halifax


  • Terminal dwell times are fluid.


New York Terminals


  • A common web portal being designed for the port of NY/NJ should be ready for initial rollout in another month or two. This will be a single location source of information, tying together the port’s many marine terminals.
  • Door delivery truck power lead time remains 3-4 days in the NYC metro area.
  • GCT Bayonne intends to introduce a truck reservation (appointment) system later this year in an attempt to reduce gate congestion.



Norfolk International Terminal


  • Position Detection System (PDS) is to be launched early this summer. Hardware has been received and is being tested now. The plan is to go live with this before the peak season starts. The PDS system can read the slot, row, and tier on boxes so the number of lost boxes should be drastically reduced.
  • The Port of Virginia has modified their receiving policy in an attempt to accommodate long haul drivers negatively impacted by vessel schedule changes. The complete announcement can be found here.
  • The port will maintain its Saturday gate hours at Norfolk International Terminal (NIT) through Saturday, June 27.



USA Midwest & South Central

  • Truck power issues continue to impact many Midwestern cities.  See the truck power map linked above.
  • Chassis shortages remain in Chicago, Columbus, Indianapolis, Louisville, Pittsburgh, Dallas, Houston and El Paso.
  • HOU’s Barbour’s Cut Terminal reported normal operations at 33 minutes.
  • Flooding in the Houston region has subsided; however, truck deliveries remain delayed.



South Atlantic

  • Twenty foot containers supplies are tight in Charleston, Memphis and Nashville.


  • Services at marine terminals in both Veracruz and Altamira were normal last week.
  • Depot, trucking, and rail services all normal.
